As Vice President, Program Management, Willy Chang leads the operation of video, power, and broadcast patent pools at Via Licensing Alliance, where he formulates and executes plans to grow these pools in a manner that is fair and reasonable to both licensors and licensees.

Willy’s intellectual property experience runs the gamut having worked in prosecuting, litigating, and licensing all types of intellectual property. Prior to Via LA, Willy was Senior Director at Qualcomm, where he worked on the outbound licensing of cellular essential SEPs. He was also Senior Counsel at Taiwan Semiconductor Manufacturing Co. Ltd., where he focused on international patent litigation and inbound patent licensing. His experience as both a licensor and licensee, as well as his experience in litigating patents domestically and internationally, give him a strong foundation on which to guide Via LA’s patent pools through legal and business issues.

Willy has additional experience as an attorney at Fish & Richardson, where he focused on patent litigation and prosecution, and as an attorney at Baker & Hostetler, where he focused on copyrights, trademarks, and patents.

Willy earned his Bachelor’s degree in Computer Science and History at New York University, where he graduated Summa Cum Laude with Phi Beta Kappa and Phi Alpha Theta honors.  He earned his Juris Doctor from the University of Michigan – Ann Arbor, where he was Managing Editor of the Michigan Telecommunications and Technology Law Review.  He is a registered patent attorney and is licensed to practice law in New York, California, and various federal courts in the United States.
